The federal government has emphasized interagency collaboration since the September 11 attacks. And the DOD has worked hard since the Goldwater-Nichols Act of 1986 to improve inter-service joint operations and increase information sharing and collaboration across the services. As we are learning throughout this virtual conference, collaboration across federal, state, and local agencies is also essential to the success of the Family Readiness System.
What does collaboration mean when it involves a vast number of independent service providers, many of which are outside of government?
Collaboration, by its nature, means bringing myriad partners together to achieve consensus, cooperation, and ultimately success.
In this session we’ll discuss what it means to have a collaborative mindset, and you’ll learn six key factors for putting that mindset into practice. We’ll also examine processes that experts use, especially when federal government rules and regulations mandate information sharing and collaboration across the services and agencies. You’ll understand the nature of “collaborative leadership,” and know how to lead as a peer rather than as a superior.

Russ is a management educator and author who specializes in organizational performance and change. He has taught at the University of Virginia, University of Connecticut, and the Federal Executive Institute. Russ writes a column on management innovations for Management Insights, an online column sponsored by Harvard’s Kennedy School of Government and Governing Magazine. In 2003 he was the Williams Distinguished Visiting Scholar at the State University of New York (Fredonia) School of Business.
His current teaching and consulting interests include collaboration, the human side of change, strategic thinking and acting, developing an agile culture, and individual and organizational resilience.
Russ has published numerous articles and five books, and his book Seamless Government: A Practical Guide to Re-engineering in the Public Sector (Jossey-Bass, 1994), is considered the primary source on that topic by many. Working Across Boundaries, now in its 10th printing, was a finalist for the best book on nonprofit management in 2002 (awarded by the Alliance for Nonprofit Management). Leading Across Boundaries, focuses on the leader’s roles and challenges in making collaboration work.
Clients have included U.S. Government Departments of State, Treasury, HHS, Interior, Veterans Affairs, Transportation, and Education; a number of criminal justice and military organizations, the Centers for Medicare/Medicaid Services, the National Park Service, the Census Bureau, USAID, the National Cancer Institute, and numerous academic and intelligence agencies. Russ has consulted with the National Governors Association and state agencies in Virginia, Colorado, New York and Ohio; with local governments, and local and state elected officials. He’s also consulted with several U.S. and Israeli NGOs.
Russ served as a Senior Faculty Member at the Federal Executive Institute. He also directed executive programs at the University of Virginia’s Institute of Government, taught at UVa’s McIntire School of Commerce, and managed human services programs for seven years.
Volunteer commitments include scholarship programs that help low-income youth afford college, membership on several nonprofit boards, and a program that helps make the Charlottesville community welcoming and inclusive for all. Russ earned bachelor’s and master’s degrees from the University of Michigan and a Ph.D., in organizational leadership from the University of Virginia. He and his wife have two adult children and live in Charlottesville, VA.
